PHILADELPHIA KILLER CAPTURED IN TORONTO, CANADA
Kai-Guo Huang, 35, wanted on charges of murder, conspiracy, possession of an instrument of crime and abuse of a corpse – the July 27, 1998 slaying and beheading of Hoi Yan, 27, in Philadelphia, PA (the body was found in nearby New Jersey) – is now in a Toronto, Canada jail being held for extradition.
He was originally arrested by Toronto police under a false name, Yu Chen, 30, on charges of driving over the legal blood-alcohol limit and released on a promise to appear in court.
After learning his true identity City of Toronto police re-arrested him three days later with the aid of the Philadelphia police, FBI, U.S. Marshals Service, and Canada Border Services Agency. He is now waiting extradition/deportation hearings behind bars.
